The brief

An acid plant concentrates its risk into a small number of well-understood pathways: stack emissions, storage and containment, and transport of a hazardous product on public roads. The assessment gave each of those a dedicated treatment, with emergency response and spill containment written as design requirements rather than as management aspirations.
